Great River Energy, wholesale power supplier to Federated Rural Electric Association and Nobles Cooperative Electric, proposes to build a new 69-kilovolt (kV) transmission line in Nobles and Jackson counties, connecting the Missouri River Energy Services (MRES) Lorain Substation east of Worthington to a new Great River Energy Rost Substation on the corner of 790th Street and 350th Avenue in Jackson County. These facilities will improve the reliability of the transmission system in the area and reduce risks associated with low voltage and transmission line overloading.
The approximately 9-mile transmission line (see map on fact sheet for proposed route) will interconnect with MRES’s new Lorain Substation near the intersection of 250th Street and Roberts Avenue. From there the proposed transmission line will be routed east approximately nine miles along 250th Street in Nobles County/790th Street in Jackson County. The transmission line would then terminate at the proposed Great River Energy Rost Substation.
The proposed transmission line will consist primarily of wood poles, generally 250 to 400 feet apart and 50 to 75 feet above ground. Guy wires and anchors, when necessary, will be used to stabilize poles. Some specialty poles, such as steel or laminated wood, may also be required. The new transmission line will require a 100-foot-wide right of way, 50 feet on each side of the centerline. Trees and vegetation in the right of way will need to be removed to provide a safe construction, operation and maintenance area.

Permits and Approvals
- Great River Energy will contact landowners with an invitation to participate in a public informational open house to provide information on the proposed project. We will also be engaging Nobles and Jackson counties to obtain any necessary permits to commence construction. As the project progresses, Great River Energy will be contacting landowners to discuss structure locations and the acquisition of easements for the new transmission line. State and local permits and licenses for the project will be obtained prior to construction. At that time tree removals and clearing of vegetation will also be discussed.
